2026 Missouri Legislative Session:

The Missouri and Kansas Laborers District Council is a subsidiary of the Laborers International Union of North America (LIUNA). As Missouri’s infrastructure union, we represent 14,000 members who work as construction craft laborers and hundreds of public employees across the state.

LIUNA 2026 Legislative Priorities:

Supporting Interest Arbitration

Since the Ledbetter Missouri Supreme Court ruling, public employers have increasingly used delay tactics to stall negotiations and “chill” the collective bargaining process, leaving workers without a fair path to a contract. Because public employees often lack the right to strike, these deliberate delays strip workers of their power and undermine the entire purpose of collective bargaining.

To fix this broken system, LIUNA proposes legislation that:

  • legally defines “Good Faith” bargaining
  • Sets strict deadlines for employers to begin negotiations
  • Empowers the Board of Mediation to declare an impasse and mandate interest arbitration.

Opposing Prescription Benefit Manager (PBM) Reform

Our construction Laborers use and exhaust their bodies every day. It’s the fundamental reason that we strive to have the best insurance on the market. As a 100% self-funded and self-operated health and welfare fund, we depend on market stablitity and cost saving on prescription drugs to ensure we continue providing excellent care.

PBM legislation filed this year and years past risks increasing our pharmaceutical costs by millions of dollars each year. For our members, increasing costs on the fund could result in losing coverage or increasing costs.

Opposing Unemployment Cuts

Legislation like HB 1849 risks reducing MIssouri’s unemployment duration from twenty weeks to eight weeks. Construction is a seasonal industry. When it gets too cold or too wet, Laborers can’t pour concrete or lay asphalt. Cutting unemployment weakens a safety net that ensures Missourians can get by during tough times.
